When the current or prior LEA submits for one of the two allowed IBC Reimbursements, TREx element TE132 (IBC-REIMBURSEMENT-INDICATOR) must be set prior to sending a TREx record.

IBC are beginning to become a huge push due to their CCMR (accountability) point earning potential, and as a result most districts have gone from a handful of students taking these exams to hundreds, if not thousands that are taking and earning these certifications. This results in weeks of work hand-coding all of these IBC-REIMBURSEMENT flags, as there is no mechanism to mass-add or mass-change the indicator.

Please add an option to mass-add this indicator. I can see two potential options, and I would request that both be considered:

1. Add via the Mass Add Special Programs template, where a district would be expected to setup a processing list of students needing to be coded.

2. Add to SkyBuild, following the same construct as the ACCELERATED INSTRUCTION checkbox that has a one-to-one relationship to each child. (added via type = "Student" instead of type = "Special Program").
