Make Skycode available for Educator Access Plus

Would like to make the offense level mandatory on the teachers referral entry screen but Skycode is not available in this area.

    Lynne, that should be a PMF. If the notification icon is available anywhere in admin for admin users, the notification icon should be available throughout EA+.

    Need this in order to make a BIGGER notification of new messages icon - that itty bitty yellow circle with the exclamation point just doesn't cut it for our teachers.

    This would be very helpful for making minor adjustments to the Gradebook screen as well.
