Add an Evaluation Due field
The "case due" field tells staff the date an eval expires - three years from the completion date of the previous evaluation. Staff need an "evaluation due" for new evaluations that take place before the 3 year expiration date so they know when the 60 day period mandated for evaluations to be completed is up. For instance a student had an eval on 3/24/15 so the case due field is auto-filled with 3/24/18. However parents/staff have requested a new evaluation on 12/16/16 so staff need to know when 60 days from this new date is so they can have the evaluation completed to remain compliant.
The "evaluation due" field will help staff know when the 60 day testing period is up so that they can plan testing around breaks and other school activities.

If I'm understanding your question, could you just manipulate the "Start Next Evaluation" date field to 90 days before 12/16/16 or manipulate the "Next Evaluation" date field so it figures the 90 days on its own and then note that student's record as to why it was done?
