NSOE application routing for cross-over grade level entities
Allow for grade level options to be added to the path type when creating address paths.
Currently, if two campuses have the same grade level options in the address path, the NSOE application gets kicked to the ISD instead of routing based on the Elementary path type.
Example: We have an elementary that serves EE-3 and one that serves EE-5. The EE-3 elementary applications do not route to them if the middle school address path is for the EE-5 campus because the system cannot differentiate between the grade levels on the path type.
