Offense Time Not to default to 12:00 A.M.
When entering an Offense within the Student's Profile or Discipline section (not from teacher's Gradebook), offense time should be blank and require user to enter time instead of defaulting to 12a.m. Alternatively, at least default to system date if blanking out and making required isn't doable.

Many discipline offers entering an offense themselves leave the default time which doesn't help internal reporting. District admin would like to determine times of day that offenses are occurring so that extra support can be made available at those times.
