Allow parents to customize their food service low balance notifications
Parents should have the ability to customize food service low balance alerts in Family access.
Currently this is controlled by checking a box to allow guardians to subscribe to food service low balance notifications in District User Settings, and then entering an amount for the low balance. We would instead like this low balance amount to be moved to Family access, so that when a parent checks the box to subscribe to the low balance notifications, they can also choose a custom amount for the low balance.

Additionally, I would like to see that this email not be sent to Payors with a $0.00 balance.
