Excel is basically a data base management tool, with some cool features to allow making forms. The Excel download would be much more useful if it was not based on the paper report and instead just downloaded the requested data.

For example, on a detailed operating system report, Column A lists the account number with several pieces of data across the columns showing budgets, balances, etc. It would be more useful to have the account number listed on all lines and no-subtotals. Then Excel can be used as it is designed to allow data manipulation through Pivot Tables or other Excel features, of which there are many.
