Thank you all for the comments and ideas! I hate to be the bearer of bad news. Upon further technical review, it has been decided we will not be moving forward with this request at this time due to the differences in records and complexity of screen and Health Condition specific security.

Can we separate Health from custodial issues in Critical Alerts? My district secretaries enter a critical alert if someone is NOT allowed to pick up or receive communications about a child. Unfortunately this has become almost as prevalent as health conditions. Could there be different colors for different types of alerts (ie-health, communication, etc)?
