We have had the same problem. In order to combat this issue, each morning my secretary runs the Restrct/Allow Food Service Accounts utility under Mass Change Utilities. She runs it twice. The first time is to allow any newly active students to be allowed to charge meals. The second time she runs it so that it does not allow students that are inactive to charge meals. This has made a huge difference. The only problem is that it has to be run manually daily because it has a preview and you can not set up a scheduled task for something that has a preview. Hopefully this will help you.
