Thank you all for the comments and ideas! I hate to be the bearer of bad news. Upon further technical review, it has been decided we will not be moving forward with this request at this time due to the differences in records and complexity of screen and Health Condition specific security.

Due to framework limitations this cannot be completed for all reports in the system; however, if you have specific reports that you feel cloning capabilities would greatly impact your district, please list those reports so that we can explore them on an individual basis!

We had a similar issue to this and ended up using Skycoder to recode the Horizontal/Vertical Fields in the address maintenance area. We use it to code addressess much like you are suggesting and when families move the information stays with the address not the student. It's helpful!
