Thank you all for the comments and ideas! I hate to be the bearer of bad news. Upon further technical review, it has been decided we will not be moving forward with this request at this time due to the differences in records and complexity of screen and Health Condition specific security.
Please continue to contribute your ideas — they push us to innovate, problem solve, and really understand your needs.

As mentioned by others in the comments, you can leverage parental consent notes and/or critical alerts to help draw additional attention to these students. We did bring this feedback over to the Qmlativ product and much like on SMS you can require acknowledgement on Critical Alerts; however, on Qmlativ we do this per student based on their explicit situation, in addition to allowing a custom note to be added to the alert that can be viewed by anyone who has access to that student indicator for additional awareness.

Inquiring with customers to see which specific reporting needs are not being met for Special Programs. Looking for consistency.

When entering a health condition on a student and the condition should be flagged as a critical alert - it would be such a time-saver if there was an option asking the user to make it a critical alert.
