Try this instead:
Access this same information through Employee Time Off Tracker. With the tracker, you can select employees and the time off codes you want to see. Then on the browse, you can use the filter to see employees with specific amounts. You are able to get the data you need through this method and still use task manager to notify employees.

Inquiring with customers to see which specific reporting needs are not being met for Special Programs. Looking for consistency.

As mentioned by others in the comments, you can leverage parental consent notes and/or critical alerts to help draw additional attention to these students. We did bring this feedback over to the Qmlativ product and much like on SMS you can require acknowledgement on Critical Alerts; however, on Qmlativ we do this per student based on their explicit situation, in addition to allowing a custom note to be added to the alert that can be viewed by anyone who has access to that student indicator for additional awareness.

I agree, we have the 21st Century Program at our district and don't have any way to pull a report on these students.
